The USGS administers the Golden Eagle Pass, and will have a complete list of where they are sold.  You can go online and order one at www.parkpass.net, or get in touch with USGS ordering line directly at 888-275-8747, ext. 1, or email them at fedrecpass@usgs.gov

By September, most of the wildflowers in the park will have begun or completely browned.  June and July are really the best months for wildflowers in the park.  Hurricane Ridge is one spectacular location among many.  September is a great month to visit the park, however.  The crowds will have dissipated, and the weather is still beautiful (very little risk of snow).  Check out the Hoh Rain Forest at that time of year.  It's amazing!

Usually wildflowers peak at Mount Rainier in June and July. However, this year the peak month will be August. You can read more about this year's wildlfower season here.

The Grandfather Trail and the Daniel Boone Scout Trail at Grandfather Mountain State Park in North Carolina have ladders and cables. The Underwood Trail has one ladder. A full list of trails is available here.

There is a boat launch is at the head of the Sandy Ridge Wildlife trail the launch is a small dirt ramp located near the bridge. More info here.

Check in at the Cape Hatteras National Seashore for the best places to snorkel. Call (252) 473-2111

I do not know the roads, but sunrise and sunset is always the best times for colorful shots anywhere. Mid day the sun is brightest and colors will be lightest. The overlooks at Bryce face mostly east, so early morning and late afternoon is best. The Tetons are on the west side of Jackson Hole and the east side of Idaho, so sunrises again are going to be best  and sunsets.

But it can be cloudy any day so good pictures are mostly trail and error and given day of the day, A polarizer filter is good for making shots bluer and greener. You turn the filter to adjust the light. Experiment with one before going out to take your nat'l park shots.

The weather at Glacier National Park should be very nice in early September, but a bit chilly at night.  Highs are typically in the high 60's, and lows can be under 40 depending on where you are.  This link can help you plan for other times of the year as well.  (click here)

Plan for any kind of weather.  The weather in Yellowstone is best described as unpredictable.  The website below has the averages for park weather (keep in mind that the elevation in Yellowstone ranges from 5300 to over 8000 feet).

As Kristine pointed out, it's hard to predict, but

At that time last year, most locations in the park had a few inches of snow. I'd plan for cold and snow, but have some lighter clothing with you as well, just in case it stays warm.
