Yes, Bright Angel Bicycles at Grand Canyon village offers hourly and daily rentals ($10 an hour or $35 for the day) as well as bicycle tours led by their staff.

The site says they offer reservations for "large groups", but single rentals or small groups are first come, first served.
If you call, they should also be able to advise you on which trails are open to cyclists, and which are not (most are not, as I recall) so you can plan your outing.
