Unfortunately, heading south from Cannonville, Utah on Cottonwood Canyon Road won't get you back to the Hwy... Cottonwood Canyon Road will take you Kodachrome Basin State Park, however, which is a beautiful and fascinating destination in and of itself. http://www.ohranger.com/ut/kodachrome-basin
If you want to get back to 89, take Cottonwood Canyon north to Rt. 12, and follow that north for about 25 miles.

Perhaps you were referring to the Cottonwood Canyon Road Scenic Backway? The trip on Cottonwood Canyon Road from Bryce Canyon National Park to Big Water, UT, (just outside of Glen Canyon National Recreation Area) is 46 miles and takes two hours. The road is mostly unpaved, and requires a vehicle with high clearance and 4-wheel drive.
During heavy rains the whole road becomes impassable, and the portion south of Kodachrome State Park is impassable in ANY wet weather. Be sure to call the BLM's Big Water Visitor Center at (435) 675-3200 for current road conditions before traveling on any portion of the road!
