Three people drowned in the Upper Delaware in July; 56 since 1980. None of the victims were wearing life jackets, yet if they are adults, wearing them is not mandated by law. Sandra Schultz, Assistant Superintendent, National Park Service, Upper Delaware Scenic & Recreational River, told the Upper Delaware Council (UDC) this month that they nevertheless press their motto about life jackets, “Wear it for life.”
